Development & Improvement Districts

The Colorado Community Revitalization Association assists Development & Improvement Districts (DIDs) with services in education, advocacy, information, and collaboration.
CCRA works with downtown and commercial center revitalization throughout the State of Colorado to support the efforts of DIDs to revitalize Colorado’s neighborhoods through the use of creative financing, promoting new development and growth, and preservation and rehabilitation of existing resources.
CCRA unites our membership, board members, and partners for improved legislative and governmental partnerships; for enhanced knowledge and skills for DID directors, managers, and staffs; for public and voter relations, and for the benefit of the citizens in districts.

Education

DID education programs improve the level of expertise of renewal and revitalization professionals and other development practitioners. CCRA offers opportunities to attend professional development forums and conferences; to observe the impacts and better understand the process of innovative deal making; to share experience and knowledge through roundtables and speaking engagements; and to provide other education programs for the lay public interested in long-term financing for revitalization.
Education programs build capacity to spur commercial, office, and retail development opportunities to serve the needs of Colorado communities. CCRA’s Annual Conference includes tracks for DID professionals to understand the tools and mechanisms available, and for beginners interested in forming a DID. CCRA works with partner organizations to hold educational seminars, workshops and meetings on timely subjects.

Advocacy

The advocacy program facilitates forums to build consensus and a unified position on common issues. CCRA is advantageously placed to represent DIDs’ interests on state legislation, initiating, supporting, opposing or amending statutes and regulations on issues affecting districts.
CCRA supports DIDs’ innovative development projects with public recognition. Each year CCRA accepts nominations for the Governor’s Awards for Downtown Excellence. This unique awards program highlights successes of districts, state and local governments, and private and community partners.

Information

Information is disseminated to members in a variety of formats including the CCRA monthly newsletter with DID success stories of public-private partnerships and news on legislation, preservation and rehabilitation, and current events. CCRA members receive information through district news and notification of upcoming DID events and forums.
CCRA’s statewide list of DIDs serves as a primary source of information for legislators, lobbyists, community members, and developers. The list includes Business Improvement Districts (BIDs), Downtown Development Authorities (DDAs), and Urban Renewal Authorities (URAs) and how and why they formed.
In 2007-2008, a CCRA-led study of Colorado DIDs will assess their impact and identify the most effective practices in urban development, and models for attracting investment to a district. The information gathered in this study will then be used to create redevelopment handbook for professionals with a step by step procedural guide based on real success stories of development and renewal, to be distributed to districts and local governments throughout the state.

Collaboration

DID members have access to all membership groups and are invited to attend conferences, forums, and member-only networking events. CCRA believes that through networking and information sharing, truly collaborative and innovative efforts are born. CCRA initiates this process so that all stakeholders may determine priorities that are distinct from other projects yet in line with Colorado markets and politics.
CCRA collaborates with DIDs, county and municipal governments, economic development corporations, districts, industry suppliers, non-profits, community groups, private developers, financing sources, and other member to achieve revitalization goals.
CCRA’s work with the Colorado Municipal League and Progressive Urban Management Associates has spurred some of the most exciting DID dialogue looking to future directions and goals for district programs.
CCRA provides technical assistance through assessment programs. DID leadership is invited to participate on the assessment teams, or DIDs may benefit from an assessment of projects and services by an impartial group of experts.
