Executive Committee

Brad Segal, CCRA Board President
Brad Segal is President of Progressive Urban Management Associates (P.U.M.A.), a Denver-based consulting firm providing management, marketing and economic development services to advance downtown and community development. The firm has served more than 150 clients in 29 states, the District of Columbia, Canada, Jamaica and the Bahamas. Prior to establishing P.U.M.A., Brad served as the Senior Director of the Downtown Denver Partnership where he managed its economic development and marketing programs. A native of Denver, Brad holds an MBA degree from Columbia University in New York and a BA from the University of California at Berkeley. He currently serves on the board of directors of the Colorado Community Revitalization Association and is a past board member of the International Downtown Association. He is the author of many articles and publications, including ABCs for Creating BIDs and Ten Keys for Creating a Competitive Downtown.

Jim Lindberg, CCRA Board Vice-President
Jim Lindberg is the Director of Preservation Initiatives in the Mountains/Plains Office of the National Trust for Historic Preservation located in Denver. A native of Iowa City, Iowa, Mr. Lindberg received his BA degree in the Growth and Structure of Cities from Haverford College in 1981 and his M.A. degree in Historic Preservation from the University of Vermont in 1991. Working at the National Trust since 1991, Jim has helped establish statewide Main Street programs in Colorado and Nebraska and led the National Trust’s advocacy and fundraising campaign to rehabilitate the historic McGraw Ranch in Rocky Mountain National Park. He is a current board member of the Colorado Community Revitalization Association.

Vicki Mattox, CCRA Board Treasurer
Vicki Mattox is the Managing Director for Stifel Nicolaus. Previously she served as a senior vice president with George K. Baum & Company and manager of the firm’s Colorado Public Finance operation. She has served as the lead or co-lead banker for more than 400 municipal bond financings. She previously served as the assistant director of the Environmental Services Division of the City and County of Denver and as an administrator at Aims Community College. Vicki has been involved with a variety of foundations dealing with women’s health issues, the environment and economic development. She holds a master’s degree in public administration with an emphasis in finance and policy analysis and a bachelor’s degree in economics, both from the University of Colorado at Boulder.

Mark Leese, CCRA Board Secretary
Mark’s redevelopment planning experience started with a plan for Old Original Aurora in 1979 and was followed by downtown plans for Golden and Frisco in 1980. In 1981, he developed a plan for the redevelopment of the Town of Rangely. While with the City and County of Denver Planning and Public Works offices, Mr. Leese worked on, and in most cases directed, all redevelopment projects in Lower Downtown and Cherry Creek North. He also provided the urban design component for the neighborhood plans for all of Denver’s “close-in” neighborhoods. He served as a task force member on the staff teams for the redevelopment of the Lowry Air Force Base and Stapleton International Airport. Since returning to the private sector, he has developed redevelopment plans for Parker, Monument and Fountain, and the Shattuck Superfund Site in Denver. He currently is working on the transit-oriented development plans for bus rapid transit and commuter rail station areas along US 36 from Denver to Boulder and Longmont, an urban design/neighborhood plan for the Euclid Neighborhood in Salt Lake City, and a redevelopment plan for site of the existing St. George Municipal Airport, slated to be moved to another location in 2009.

Jane Jenkins, CCRA
Board Member At-Large
Jane Jenkins is the Executive Director of the Downtown Boulder Business Improvement District. Under her leadership, Downtown Boulder has developed and implemented a consistent brand identity and maintained a 97% retail occupancy rate in the face of a declining economy and competition from a new regional center. In cooperation with partners from the City of Boulder, the Downtown Boulder team has won three International Downtown Association (IDA) Awards for Excellence. Prior to her work in Boulder, Jane served as Director of the Southwest Office of the National Trust for Historic Preservation and was the downtown manager for Denton, Texas, a Great American Main Street Award winning city. She is currently a Vice-Chair on the IDA board of directors, and has served as a consultant to many downtowns working through IDA and the National Main Street Center. She has also served on R/UDAT teams for the AIA. She holds a Master of Public Administration from the University of North Texas in Denton.

Bob Kunkel, CCRA
Board Member At-Large
Bob Kunkel has worked in all three areas of public education, private business and civil service. After working as a classroom teacher and administrator for Denver Public Schools, Bob has spent 30 years in Colorado’s expanding resort and tourism industry. After 8 years in numerous management positions at Copper Mountain, Bob became a Vice President for the next 16 years at Winter Park and then Vail/Beaver Creek. Bob then started a tourism consulting business serving clients in Colorado and in Austria. He then joined a new ownership/management team as Senior Vice President for Durango Mountain Resort. His broad range of experience in resort operations, tourism marketing and community development led him into his third career with the City of Durango managing the Central Business District. Bob has served on numerous Boards at the state and local levels. Bob did his graduate work at CU Boulder in commercial recreation. He also has an MBA and certificate in international business from CU Denver.

Tim Steinhaus, CCRA Board Member At-Large  
Timothy C. Steinhaus is the Executive Director for the Arvada Urban Renewal Authority and the City of Arvada’s Economic Association. He has over 32 years of experience in economic and community development. Tim headed the economic and redevelopment activities for a number of cities in California before coming to Colorado. He is past-president of the Colorado Community Revitalization Association and was appointed by the Governor to serve on the Colorado Private Activity Bond Advisory Committee. Tim attended college in Fort Collins and Glenwood Springs Colorado and obtained a BA degree in Environmental Studies and a MPA from California State University.

Tracy Huggins
Tracy Huggins is Executive Director of the Denver Urban Renewal Authority (DURA), a full-service redevelopment agency engaged in neighborhood and downtown revitalization, economic development, home ownership and housing rehabilitation throughout the City and County of Denver.  Under her leadership, DURA plays a role in many of the city’s most important redevelopment efforts and also helps revitalize neighborhoods through a variety of housing rehabilitation programs for low and moderate-income homeowners. Tracy, a certified public accountant, came to DURA in 1992, serving as Finance Manager before being promoted to Executive Director in 1999.  Previously, she worked for Strait-Kushinsky, a Denver public accounting firm.  She is on the boards of directors of the Denver Housing Authority, the Mile High Housing Fund and the Colorado I Have a Dream Foundation.  She also is a member of the steering committee for the Downtown Denver Plan, the American Institute of Certified Public Accountants, the Colorado Society of Certified Public Accountants and the Urban Land Institute.  Tracy is a 2001 graduate of the Harvard University John F. Kennedy School of Government Program for Senior Executives in State and Local Government and holds an undergraduate degree from the University of Montana. 

Michael Hussey
Michael Hussey is the manager of planning and landscape architecture for the Colorado Springs office of Nolte Associates, Inc. Michael has over 30 years of experience in a wide variety of urban design, landscape, planning, environmental engineering, and architectural projects. He has worked on urban development and renewal, and downtown streetscape improvement projects including Billings, Montana (downtown), Colorado Springs (Downtown BID), Avon (Town Center), Manitou Avenue (Manitou Springs downtown), Monte Vista (downtown), Broomfield (US 287), and Fountain (US 85). Project responsibilities have included grant opportunity identification and application, master planning, urban and site design, and construction observation and management.  Michael has participated in numerous CCRA workshops and conference programs, and has served as a CCRA/DOLA team member on several Community Revitalization Program (CRP) visits.  Michael is also the co-author of “Grow Native,” one of the earliest Colorado xeriscape landscape guides, and has worked on a number of award winning projects – including the Colorado Springs Downtown Business Improvement District and Manitou Avenue.

Norman “Rick” Kron, Jr

Rick Kron, AICP, is a Director of the law firm of Grimshaw & Harring, P.C. in Denver. He holds a Bachelor of Urban Planning and a BA in Political Science from the University of Illinois-Urbana (1975), an M.S. in Urban and Regional Planning from the University of Wisconsin-Madison (1977) and a J.D. from the University of Colorado-Boulder (1987). Rick worked for several years in community energy research at Argonne National Laboratory prior to, and during the early part of, law school. Since joining Grimshaw & Harring, P.C. in 1987, his practice has concentrated almost exclusively on special districts, business improvement districts, intergovernmental authorities and Colorado election law.

James Shaffer
President and founder of Streetscapes, Inc. – A two year old company that supplies distinctive street furniture and site amenities to municipalities, commercial developers, transit agencies and commercial property managers.  In his role as President/Founder, James is actively involved with manufacturers, consultants, Municipal officials, community organizations and property owner to design, develop and fund streetscape projects. He also supports the efforts of consultants and property owner to create functional and attractive exterior public spaces and assists in the development of new identities for commercial properties. James is an active member of the Urban Land Institute, Colorado Preservation Inc. and Colorado Community Revitalization Association.  Before founding Streetscapes, Inc., James was the national sales manager for a decorative lighting pole manufacturer. In this position, James was responsible for the sales of lighting poles, bollards and other site amenities with an emphasis on streetscape and community revitalization projects. As the national sales manager, James was active in the National Main Street program, the International Downtown Association, the American Public Works Association and the American Society of Landscape Architects. James also has 16 years experience as a contract furniture manufacturers’ representative where he provided office, hospitality, lodging and healthcare furniture to federal agencies.

Robert L (Chip) Steiner

Chip Steiner is currently serving as the executive director, Fort Collins Downtown Development Authority. He has also been the President of The Robert Steiner Company since January, 1994. Prior to starting The Robert Steiner Company, Chip served with the Fort Collins Downtown Development Authority for 13 years, nine years as its executive director. Chip has twenty years of experience in the field of downtown development and redevelopment including consulting services with: Larimer County, Paragon Development, Global Spectrum, City of Loveland, City of Laramie, WY, City of Greeley, Windsor, The Everitt Companies, Mount Crested Butte (through CCRA), Steamboat Springs (through CCRA), Hensel Phelps Construction Company, Aller Lingle Architects, City of Fort Collins, and Goodale and Company Real Estate. Chip is a licensed Colorado Real Estate Broker. He has also served on the following boards: Legacy land Trust, Poudre River Trust, Chamber of Commerce, Local Legislative Affairs Committee, Fort Collins Museum of Contemporary Art, Arts Alive, Inc., Colorado Preservation Inc., Historic Fort Collins Development Corporation, Colorado Community Revitalization Association, and the Fort Collins Housing Authority, Housing Corporation, Convention and Visitors Bureau, and Downtown Business Association. Chip is a graduate of Harvard Law School Negotiation Workshop, completed graduate studies in Political Science, Colorado State University, and received his Masters in Popular Culture, Bowling Green State University.

Mike Tedesco
Mike Tedesco is the Executive Director for the Urban Renewal Authority of Pueblo. Mike works closely with the City of Pueblo and private real estate developers to direct investment to targeted areas of the community. Mike’s expertise is in real estate finance, community revitalization methods, and urban design. Energetic in the Pueblo community, Mike sits on the Board of Directors for the Pueblo Performing Arts Guilds, and is active in the Pueblo Downtown Association.

Don Van Wormer:
Don Van Wormer is currently the Monte Vista City Manager. Prior to this position, he worked as the Kremmling Town Manager, Hinsdale County Manager, was an Analyst for Mesa County. Don is an avid fly fisherman, who believes working in the public sector is preparing him for the challenges of owning a fishing charter in Cabo San Lucas, Mexico or a guiding service in Idaho/Montana. Or if that doesn’t work out he will be the grumpy old-man who goes to city council meetings and constantly complains about how things are done. Don holda a BA from Mesa State College, and a MPA from University of Colorado at Denver.

Mark Wolfe

State Historical Fund Currently serving as Colorado’s Deputy State Historic Preservation Officer and Director of the State Historical Fund grants program, Mark is a member of the Board of Directors of CCRA, Colorado Preservation, Inc. and the Society for Commercial Archeology. He also has a keen personal interest in roadside architecture.Mark Wolfe holds a Masters Degree in Historic Preservation from the University of Vermont and a law degree from the University of Oregon.

Lee Merkel

Lee Merkel joined the Colorado Department of Local Affairs in 2002, serving the southeast region from the Pueblo field office. Lee has twenty five years of experience with local government project planning, financial and budget administration, public works, water and sewer utility issues, community development, and intergovernmental relations. Lee graduated from Wittenberg University with a B.A. in Political Science. He then went on to attend the University of Colorado, where he earned an MPA with an emphasis in Urban Administration in 1977. He has served as a local government administrator for Rifle, Garfield County, Basalt, Granby, Englewood, Dillon, and Ouray. He Lee enjoys camping, hiking, skiing, running, music, movies, and traveling.

Charles Unseld
Charlie Unseld is Deputy Director of the Division of Local Government, Colorado Department of Local Affairs, where he has worked for 22 years. For many years, he headed DOLA's technical assistance efforts in land use planning and growth management. He was Project Director of Gov. Romer's Smart Growth and Development Initiative, and was the first Director of Gov. Owens' Office of Smart Growth. As a member of CCRA's Board, he helped to develop the Community Revitalization Partnership, a joint effort of DOLA and CCRA.

Katherine Correll, Executive Director
Katherine Correll has experience spanning the fields of education, not-for-profit administration, project development and management, local government planning, marketing, financial and economic development services, and community outreach to advance downtown and community development. Born and raised in Colorado, Katherine has worked with development initiatives in Denver, New York, Chicago, and the Former Soviet Union. Prior to joining CCRA, Katherine served as the American Councils for International Education Country Director for the Republic of Moldova, where she managed the national American Councils' portfolio focusing on building civil society initiatives, education, and public administration reforms. She was also responsible for management and growth of the American Language Center, language and professional training school. Katherine received her Master's Degree in Pubic Administration from Rutgers University and her Bachelor's Degree in Politics with a Minor in Urban Studies from New York University.

Michelle Alcott
Michelle Alcott is the Owner of Alcott Administrative Services which provides Office Management Services to CCRA on a contract basis. With 20 years’ experience working in both the public and private sectors, Michelle has served in positions ranging from Dispatcher to Economic Development Assistant; Michelle started her own company offering contractual administrative work to different entities throughout the state Colorado. In this position she is responsible for CCRA’s bookkeeping, working with staff on day to day operations, personnel management, and assisting with special projects.
